[Flexradio] [FlexEdge] Flex re-install files

There is an issue installing the Flex Loader.
The Help directory is not in C:\Program Files\FlexLoader, but is in 
C:\Program Files\FlexLoader\FlexLoader Libs
Here the Help directory has to be moved one step back.
